Why does California mail ballots to registered voters before Election Day while Texas does not?

I moved to Texas from California awhile ago and still can't get over the fact that Texas doesn't mail ballots to voters before Election Day. In California, you get information on exactly who you can vote for, what the propositions mean, etc. Why isn't this done in Texas? Can this be changed?
