Is "maverick" just a polite way of saying "a loose cannon"?

Loose cannon was a term from back in the days of sail, when the navy used ropes to secure the cannons in place during storms. A loose cannon rolled all over the place smashing everything in the ship whenever the ship rolled with a wave.
