What are the rules for making chili?

What are the required ingredients for a chili? How do you know it's not a chili, and something else, like a stew or gumbo? I make what I call a chili, made with chicken, kielbasa, chili peppers such as roasted Annaheim and jalapeno peppers, green and red bell peppers, crimini mushrooms, onions, corn, crushed tomatoes, garlic, and Indian and Italians spices. My friend says it's not a chili, but something else. So, what's a chili and what's not, according to the "rules" of chili?
